Harlem is a city. A city in that is slowly deteriorating because of its own madness. Five years previous, there was a war which people simply call the War. It was devasting to Harlem's economy as well as to the rest of the world. However the focus of this role play is Harlem. Therefor we will stay in Harlem.
A lowly scientist, in an effort to save Harlem's economy after the War, invented things called "Enhacners". These drugs, for that is what they turned out to be, have various effects and everyone in Harlem uses them. A major after-effect of using Enhancers is the insainty that ensues day after day. The people elected the scientist as the Mayor of Harlem shortly after the success of the Enhancers.
Someone else in Harlem, a certain Mr. Gordon, saw how weak the Mayor was. Using his corrupted heart, Gordon saw the chance to take the city under his control. He started a group called the Pistols. They are the law and they rule by the sole command of Gordon. Gordon used the Pistols to intimidate Mayor into submission. However, the people of Harlem do not know that part of the story. To the city, the Mayor one day anounced a new source of order was needed to control the Slumers who have become more and more common. To the people of Harlem, the Mayor and Gordon look as though they are the best of friends.
Divisons between people have grown greater. Harlem is slowly slipping into insanity. Everything is going to hell. When will Gordon finally sieze all power of Harlem and the Wastes? Even Puca Beach? Will the Mayor ever confide in someone what really happened those years ago? Is there a way to stop the creeping descruction of Harlem?
